The Social Protection Capacity Development Advisor will work under the general guidance of the Head of the Social Protection Component and in close collaboration with the Social Policy Advisor. The advisor will be responsible for supporting the design and implementation of approaches aimed at improving the quality and broadening the scope of State Social Registers (SSRs). This role involves analyzing key research studies, supporting capacity-building initiatives, and facilitating high-level political advocacy and engagement with stakeholders. Additionally, the advisor will provide technical advice to state social registries, support the identification and enumeration of poor and vulnerable households, and design sustainable approaches for institutional support to state social registries.

In this role, you will bring your extensive knowledge of the Nigerian social protection context, including database management, data analysis, institutional strengthening, and management of social registers. Your ability to work in a dynamic, multidisciplinary, and highly political context will be crucial. The role also demands familiarity with gender mainstreaming in social protection programming, strong writing and reporting skills, and proficiency in Office 365 tools. As a Social Protection Capacity Development Advisor, you will contribute to the development and implementation of effective social protection policies and programs, ensuring that the most vulnerable populations receive the support they need.

Job Detail

Responsibilities

  • Analyze key research studies, evaluations, and reports on social protection in Nigeria to identify and document lessons and produce analytical summaries for internal use and policy application.
  • Support the design and implementation of approaches towards broadening and quality improvements of the State Social Registers (SSRs).
  • Facilitate institutional capacity development support to the State Operations Coordinating Units (SOCUs) in intervention states.
  • Support the design of approaches & initiatives for data protection of the SSRs in line with national data protection law.
  • Facilitate high-level political advocacy and engagement with stakeholders for the usage of SSRs by a broad range of state and non-state actors.
  • Provide technical advice and support to state social registries in the identification and enumeration of poor and vulnerable households.
  • Design and implement capacity-building initiatives for staff of state social registries.
  • Facilitate the contracting of consultants and service providers and monitor the implementation of such services.
  • Support the development of calls for proposals, assess partner proposals, and prepare grant agreements.
  • Ensure grants monitoring efforts, including checking financial reports/documents of partners, giving feedback on adjustments needed, and ensuring expenditure tallies with budget provisions.
  • Identify, mitigate, and communicate risks related to stakeholder engagement, strategy/program, finance, operations, compliance, and environment.
  • • Support effective impact monitoring and reporting in line with the requirements of commissioning parties (EU and BMZ).
  • Support effective communication and visibility of the Programme in line with the requirements of commissioning parties.

Qualifications

  • A University Degree in Social Policy, Sociology, Social Work, Economics, Statistics, Operations Research, Development Studies, Political Science, Social Sciences, or a related field.
  • A minimum of 5 years' professional work experience in relevant thematic areas of the Programme (Social Protection, Data Analysis, Social Registers, Social Policy, Governance, Institutional Strengthening, and Capacity Building).

Education Requirements

  • Bachelor's degree in Social Policy, Sociology, Social Work, Economics, Statistics, Operations Research, Development Studies, Political Science, Social Sciences, or a related field.

Experience Requirements

  • Minimum of 5 years' professional work experience in relevant thematic areas of the Programme (Social Protection, Data Analysis, Social Registers, Social Policy, Governance, Institutional Strengthening, and Capacity Building).
  • Good knowledge of the Nigerian Social Protection context at the federal and sub-national levels.
  • Strong ability in database management, data analysis, institutional strengthening, and management of social registers.
  • Effective project management skills and experience managing or working in complex multi-faceted projects.
  • Familiarity with gender mainstreaming in social protection programming.

Skills

  • Strong writing, reporting, and presentation skills.
  • Proficiency in Office 365 tools (Microsoft Word, Excel, PowerPoint, and MS Teams).
  • Proficient in performance-driven planning, monitoring, and reporting.
  • Resourceful, resilient, and able to stay motivated in the face of setbacks or during periods of pressure.
  • Self-motivated, performance-oriented, and with good analytical ability.
  • Solution-oriented mindset.
  • Fluency in English; knowledge of Hausa and/or Kanuri is an asset.

NGN 300,000 - 450,000 per-Month.
