As part of our commitment to improving public financial management (PFM) in Nigeria, we are seeking a PFM Specialist to join our team in Adamawa. This position is a critical role embedded at the state level, where the specialist will provide technical support and leadership for PFM interventions. The PFM Specialist will work closely with state government officials to enhance budget planning, execution, transparency, procurement, auditing, and internal controls. This role is pivotal in ensuring that public funds are used efficiently and transparently to deliver better services in key sectors such as health, education, and water, sanitation, and hygiene (WASH).

Job Detail

Responsibilities

  • Provide technical assistance and advisory services for PFM interventions.
  • Assist in planning and preparing comprehensive, realistic, and credible budgets.
  • Develop and implement multi-year planning frameworks like MTEF and MTSS in key sectors.
  • Develop annual procurement plans to enhance transparency and efficiency.
  • Manage procurement and expenditure processes to ensure effective budget execution.
  • Monitor and report on budget performance through timely monthly and quarterly reports.
  • Develop systems to enhance budget transparency and public understanding.
  • Support the development or updating of fiscal responsibility and procurement legislation.
  • Improve the quality and quantity of performance and financial audits.
  • Enhance systems of internal controls and adopt IPSAS and NCOA standards.
  • Develop and implement strategies to increase domestic resource mobilization.
  • Strengthen the capacity of government agencies to monitor and evaluate financial management and service delivery.
  • Conduct bi-annual PFM assessments and prepare comprehensive reports.
  • Support debt management by analyzing and reporting on the state’s debt position.
  • Develop annual budget profiles and cash plans for MDAs in key sectors.
  • Mentor stakeholders with guidance from the Technical Director PFM.

Job Requirements

Qualifications

  • Bachelor's degree in accounting, business, social sciences, law, development studies, or a related field. A master’s degree is preferred.
  • At least nine years of relevant professional experience.
  • Experience in implementing international development activities, especially in PFM, democracy, and governance.
  • Prior experience in awarding and managing grants to promote democracy and governance.
  • Excellent oral and written communication skills.
  • Good knowledge of local languages in Adamawa.

Education Requirements

  • Bachelor's degree in a relevant field.
  • Master’s degree preferred.

Experience Requirements

  • At least nine years of relevant professional experience.
  • Experience in PFM, democracy, and governance sectors in Nigeria.
  • Experience with international development activities and grant management.
