INTERSOS is a non-profit, humanitarian aid organization founded in 1992 to provide an immediate response to humanitarian crises by bringing emergency relief to the victims of armed conflict, drought, famine, the presence of landmines or unexploded devices, and other disaster situations. INTERSOS has a flexible operational structure, with the central headquarters in Rome, responsible for planning and coordination of operations, and field offices in the countries of operation.

Under continued guidance from the Logistics Coordinator, the WFP Common Warehouse Program Manager (PM) will be in charge of quality management of INTERSOS warehouse and air cargo projects in accordance with INTERSOS country policies and the Nigeria Humanitarian Logistics Sector guidelines. The PM is responsible for quality assurance and control for supplies in the project, including compliance with standards, guidelines, and SOPs that are already existing, and ensuring that operations of the warehouse are reported timely and effectively to the Logistics Sector.

Job Detail

Responsibilities

  • Deliver program management activities efficiently in terms of timing and financial aspects, sharing information with other stakeholders (PMs, LogCo, Administration, Programme Coordinator, Head of Mission/Base, and the Logistics Sector).
  • Ensure quality Project Appraisal Tool (PAT) timely submission to M&E Manager/Logistics Coordinator and Head of Programme.
  • Submit monthly project narrative/sitrep reports to the Logistics Sector.
  • Provide weekly activity reports to the Log Sector.
  • Manage INTERSOS and WFP Google Data Studio to supervise activities and monitor release, receipt, and dispatch of consignments.
  • Report timely any incidents that occur.
  • Prepare visitors/donor event reports.
  • Communicate and meet with the Federal Airport Authority (FAN) and UNHAS for efficient and effective air shipment of consignments and smooth running of the project.
  • Monitor project cycles and adjust work plans as necessary.
  • Ensure project user satisfaction through surveys and reporting survey results.
  • Submit the project final donor narrative reports.
  • Manage the budget of the WFP projects according to INTERSOS guidelines and ensure submission of reports as per donor requirements.
  • Track budget expenditure to ensure full spending by project end and in compliance with INTERSOS and donor requirements.
  • Approve expenditures and follow up with logistics to ensure timely procurements.
  • Maintain overall project facility to guarantee quality, safety, and security.
  • Ensure standard operations and maintenance of warehouse assets including water supplies, sewage, fence, power generator, solar system, etc.
  • Manage equipment reparation, stocking, and inventory registry.
  • Supervise all WFP Logistics Program & Food Warehouse staff in the field bases involved.
  • Oversee data backup, email folder backup of project staff.
  • Support HR on timely recruitment of project staff.
  • Ensure timely submission of timesheets and manage staff leaves.
  • Arrange transportation for staff.
  • Manage staff welfare, safety, and security.
  • Guarantee management and monitoring of the mission's stock according to INTERSOS procedures.
  • Supervise WFP Humanitarian Logistics Projects managed by INTERSOS.
  • Ensure appropriate stocking sites and conditions.
  • Supervise fluxes of merchandise, ensuring conformity and proper documentation.
  • Perform monthly materials stocking, inventory registry, and reporting.
  • Manage cargo shipment.
  • Support team on casual worker management for loading/unloading.
  • Supervise payment of casual workers according to INTERSOS guidelines.
  • Coordinate and optimize transportation.
  • Act as Log Cluster Focal Point.

Job Requirements

Qualifications

  • Minimum of B.Sc./HND in Project Management, Public Administration, Economics, or related field.
  • Certificate in PMD Pro or any other project management related studies.
  • Minimum 3 years' experience with recognized INGO, including 1 year in senior management.
  • At least 2 years of working in potentially insecure environments with proven experience in logistics and security management.
  • At least 2 years' experience in proposal development, planning, budget management, and project management.
  • Excellent writing, reporting, and communication skills.
  • Proven experience managing a diverse staff.
  • Very good knowledge of Microsoft Office including MS Word, Excel, PowerPoint, Outlook, and Skype.
  • Excellent organizational skills in highly complex emergency operations.
  • Strong interpersonal skills and problem-solving abilities.
  • Excellent negotiation skills.

Education Requirements

  • B.Sc./HND in Project Management, Public Administration, Economics, or related field.
  • Certificate in PMD Pro or related project management studies.

Experience Requirements

  • Minimum 3 years' experience with recognized INGO.
  • At least 2 years of working in insecure environments with logistics and security management experience.
  • At least 2 years' experience in proposal development, planning, budget management, and project management.
